Sketch of the Week: Metered Balloon

I was cleaning out my hard drive and came across this sketch that I did near a neighborhood store advertising its service (I can't even remember what that was....)

Is this a "ballooned meter" that is about to leave its grounded state to float away? Or is this a "metered balloon" that you have to add coins to the meter to keep them parked?
